Yes. ChipzIRC has been tested with Vista Beta2. Some visual glitches may occur.

Yes and yes, ChipzIRC automatically decodes UTF-8 formatted text in any 8-bit encoding. You must have the correct fonts installed to render these characters, see the following links for more information. Windows Vista supports east-asian characters natively.

ChipzIRC encodes text in UTF-8 and some clients can't decode UTF-8 so they will just print the undecoded text. You can tell them to either update their client or change the encoding options. The EncodingMenuPlugin provides a nice menu that allows you to change encoding-options for individual channels.
